WIPING OUT CITY COUNCIL.

TEMPORARY COMMISSION OF CONTROL. (FROlf OUA OWk" COBBBSPOKDJIKT.) SYDNEY, November 10. Local governing authorities outside Sydney proper have little or no fault to find with the Government's policy to wipe out the City Council, and to remodel the government of the city by appointing a Commission of Control. Local government has unquestionably broken down in the city of Sydney. It has been a failure, where, by singular contrast,- the efficiency and soundness of the system, generally, has been proved in the case of the smaller and more' obscure municipal Councils and shires.

The local authorities, however, are much perturbed by the Government's policy also to introduce a Greater Sydney. " The feeling is that the existing councils should be left undisturbed, and that if there is to be a Greater Sydney the new body should be given only certain definite powers to deal with the broader issues of local government and not with purely local matters. It is a coincidence that both Sydney and Melbourne should, at the same time, be considering the creation of a central council. The indications are that the councils will fight the Greater Sydney Bill to the last ditch, if it is wholly and not merely in part to destroy the system of local government now operating in the suburbs. If the Greater Sydney Council is to control only the larger services, there will be little or no objection. The trouble will start if it is found that the Bill completely obliterates the local councils, and hands over purely local concerns to an outside body. In other words, a Federal system" of Greater Sydnev, such as obtains under Federation in the case of the wider field of government, will be tolerated. A unified system, on the other hand, will be bitterlv fought. Tho Government, however, has not disclosed its hand, and it is not likely to do so until it brings down its Bill' Meanwhile the first step 1 is to replace the City Council with a Commission.
