CHAIRMAN AND DELEGATE. Thcro was at least one heated, it brief, argument at (he meeting of the Canterbury Swimming Centre lastnight during discussion on a notice of motion: "That the rules bo amended to permit the Centre to appoint a handicapper from outside- the delegates, such an appointee to hart- a seat and a vote on the Centre." The discussion showed that- members objected to the notice of motion on the grounds that the handicapper, if appointed from one of the clubs audi allowed a vote, would be bound to use the vote in the interests of his club. Mr M. E. Lyons (chairman) objected to the attitude. Mr Harker: If we do this we will be breaking a rule, and .' ? The chairman: You arc talking in a ridiculous manner .
Mr Harker: Have you the floor or have I? Mr Lyons: I rule that we are amending a rule, not breaking a rule. A suggestion has been made that this would give an unfair advantage to the club from which the handicapper was elected. That is not the case.
Mr Annand: Do you. not think the club would 1 have an advantage. The chairman: No. I had thought that the men with whom I associated in this room were men enough to be apart from any club once they gained a position on this Centre. The motion was then put, and Mr Harker said the secretary had no right to vote, and that the motion was lost. Mr Lyons: You are talking in a childish manner. The motion is carried!
Mr Annand: It is not. It is a tie, and .
The chairman: Will you sit down, Mr Harker.
Mr Harker: No. You are talking m a childish manner yourself, Mr Chairman. The chairman: Sit down, Mr Harker.
Mr Harker: Well, 1 move a vote of censure on the chair for passing obnoxious remarks against a delegate At length the chairman restored order, and tho usual business was resumed.
