NOTICE OF AMENDMENTS.
MR LYSNAR'S DESIRE. [THE PRESS Special Service] WELLINGTON, November 15. Notice of several additional amendments which private members desire to niake to the Bill when it is in committee was given in the House to-day, Mr H. L. Tapley (Dunedin North) desires that concurrent with the taking of a ballot on the two issues of Continuance and National Prohibition, the electors shall be required to vote on the three issues as at present, and that there shall also be submitted for their decision the additional question as to whether in future the ballot shall be restricted to the Continuance and Prohibition proposals. Mr W. D. Lysnar (Gisborne) has a formidable list of amendments, of which the most drastic provides a penalty of £SOO for a first offence, and the cancellation of the hotel license on the - second occasion, where it is proved that a premium or other consideration has been paid for the goodwill on the transfer or renewal of a license. He seeks to throw on the Licensing Committees the responsibility for determining whether the terms of any lease are unduly oppressive, and if the answer is in the affirmative to refuse its approval of the lease. The appointment of a squad of inspectors to see that the accommodation provided is in keeping with the tariff charged, and that all liquors on the premises are of proper quality is also suggested by Mr Lysnar. Included in the duties of the inspectors would be the seeing that the premises were reasonably required and used for public accommodation. Up to six special permits for clubs to sell liquor for extended hours in each year are desired. Among his other amendments, Mr Lysnar suggests that applicants for licenses should be required to furnish certificates of character, that barmen should be licensed, that it shall be illegal to sell liquor to a woman in a bar to which the public have access, or in any room opening on to a bar, and that it shall be lawful for the committees to authorise the removal of a license to another part of the district, if in, its opinion, the needs of the population would be better served..thereby. Provisos to this amendment are to the effect that the consent of the people in the new district either by a poll or in writing must first be obtained. Mr W. S. Glenn (Eangitikei) desires to restrict the transfer of licenses with the object of redaaing trafficking.
