NON-PARTICIPATION IN LEAGUE (bt cable—pbess associatiok— cofybight.) (aCSTBALIAH ANT) V.Z CABLE ASSOCIATION.) MOSCOW, November 13. During a conversation with Continental workers' representatives M. Stalin said that the Soviet did not participate in the League because it did not wish to assume responsibility for its Imperial policy, mandates, and war preparations. No proletarian Press was freer than Russia's. The arrests of Mensheviks were a continuance of the policy of the October revolution. It was unlikely that the Second and Third Internationals would amalgamate. The power of the opposition within the Communist Party was insignificant.
