CITIZENS' ASSOCIATION'S ' PROTEST.

The opinion of the Christehurch Citizens' Association having been sought from Wellington on the subject of raising a loan without the consent of the Christehurch ratepayers, the following wire was sent to the Christehurch members of the House last night:— "Regarding abattoir proposal to raise loan without the consent of the ratepayers, the- Christehurch Citizens' Association strongly objects to facilities being afforded for fhe raising of loans without the consent of ratepayers, but in exceptional cases, such as health matters, ratepayers should bo entitled to requisition for a poU."
