A Congress has been opened in Moscow, allegedly at the suggestion of British delegates, for the purpose, according to an official announcement, of considering the conversion of anti-Soviet countries by the promotion of civil war for which the delegates will work upon returning home. The chairman of tho British delegation, Mr Louther, representing the Durham Miners' Federation, declared that the delegation came to learn how to turn the sword against the bourgeoisie sun.
