BOROUGH COUNCILS.

NEW BRIGHTON. The fortnightly meeting of the Xew Brighton Borough Council was held last night when there were present: The Mayor (Mr A. W. Owles), Crs.K. Smith, T.Robins, A. E. Lawn - , H. A. Glasstm. J. C. Scott, G. W. Bishop, R. A. Stokes, and F. D. Muirson. A special meeting was held firs I-, when a motion directing the signing and printing of the annual statement of accounts and expenditure, as received from the Govern-, ment Audit Department, was passed. Aii application from the South ICew Brighton Gala Committee for tho sole use of the Pleasant Point Domain on January 2nd, was granted, permission to take up a. collection being given. An offer to water tha roads from Park road to Xfe.v Brighton bridge at a. cost of 10s each time of ft double watering, inade by the Christchurch Tramway Board, wis. not accepted, the Council deciding to carry on as in tile past. The South Brighton Progress League Wrote conveying its thanks to the Council for the work done at the Pleasant Point Domain.

Cr. Glasson asked if it would be possible to exempt ratepayers south of Jervois street from participation in the loan for the central bridge, in view of the fact that they had erected the South Brighton bridge. He wag not sure if the Council had the legal power to exempt those-ratepayers. The borough clerk was instructed to enquire into the position prior to the next meeting of the Works Committee.

Cr. Glasson also raised tho question of tho opening of the South Brighton bridge, and expressed the opinion that the Council should undertake the arrangements. The Mayor t>aid that the South Brighton Progress League and the Bridge Committee had been successful in getting the bridge arid they should "see the vessel safely in port." He knew that councillors would bo present if invited, but he thought the Council should be exempt from further liabilities. Opinions were expressed that the opening arrangements should be left with tho Progress League. It was decided to leava the matter of the opening arrangements with the South Brighton Progress League. Tho Standing Committee reported having hansacted the following business:—A ietter _ was _ r6ad from the North Beach and 'Waimairi Burgesses' Association asking the Council to clear away all growth on roads adjacent to private properly. It was resolved thai the work be carried out when opportunity offers.

The Chief Traffic Inspector wrote intimating that tha Tramway Board had applied to run observation motor omnibuses during the present season, and forwarded proposed routes, which included Sea View road and River road, and if this Council had any objection. It.was resolved that tho Council be recommended to oder no objection to tho use of the streets under the Council's jurisdiction. The report was adonted.
