The New York "Herald-Tribune's" Washington correspondent says that President Coolidge and the BudgetBureau have approved of increases of 40,000.000 dollars in naval appropriations tor allowances and the construction of eight additional cruisers and themodernisation of the battleships Oklahoma and Nevada, which plans were deferred previously in the hope that the Geneva Pact would render them unnecessary. The Navy Department will present the Budget Bureau proposals for a five-year programme for constructions covering three or four cruisers annually.

President Coolidge declared that negotiations between the United States and France for a treaty to outlaw war will begin upon the return of Ambassador Herrick to France in three weeks' time.

The announcement created a surprise in yipw of the fact that there was little l>elief in Washington that the French Government would open negotiations in the near future.
