DRAFT CONVENTION READY. (BY CABLE-HPRBSB ASSOCIATIOK—COPYRIGHT.) (AUSTRALIAN AND K.B. AND SUN CABLE.) , GENEVA, November 3. The draft convention of the Trades Conferepee provides for the abolition of all import and export prohibitions and restrctions, except where they are necessary for safeguarding health and security, such as in the case of animals, plants, and arms.

It declares, that it does, not affect any country's tariff system or contractual methods. The draft is accompanied by a recommendation to the League to summon a. conference of experts for the prevention of diseases in animals and plants. Annexed is a declaration by all wine producing countries proclaiming that prohibition on vitieultural products is unjustifiable. The convention is not yet signed.
