There is much criticism on the procedure and the manner in which the articles of agreement have been drafted by a few interested countries, with the result that while many States at the opening of the conference were favourably disposed to a wide agreement, it is possible that the signatories will now be confined to a few of the smaller European Powers. It is doubtful whether Britain will sign, and it is certain that none of the Dominions will.
