Cabinet has decided, with Mr ParkerGilbert's consent, to publish his memorandum, also the Government's reply. [lt was previously cabled that Mr Parker-Gilbert, Agent-General, tor Reparations, had addressed a memorandum to the German . Government warning it against legislation and a loan policy which would interfere with payments under the Dawes Plan. The memorandum was not published, Dr. Kohler saying that there was no need. It was pointed out that Germany, in the coming year, must pay an indemnity of £125,000,000, of which Britain was entitled to approximately £27,500,000. Britain, therefore, had a direct interest in insisting that the Dawes payments should not be jeopardised by largo scale borrowing, in conjunction with rising public expenditure. Yet Germany was immediately increasing the salaries of civil servants to a total of £25,000,000 a year, and proposed to increase education expenditure by £20,000,000, and to use £30,000,000 for compensating German Colonials who suffered though the war.]
