Mr Anderson explained that the Bill gave effect to a promise made by him to the Kaitangata miners last year tha\ he would give the House, an opportunity of saying whether-, coal miners' wages should be a first charge on coal won.

The. Bill was referred^to the Lands Committee. . Other Bills r;-ad a first time were the Seeds Importation Bill, ancf the. Slaughtering' and 'lnspection Bill. . The Hon. Mr Hawken explained that the latter Bill sought to remedy a defect in the original Act, in which provision was made for the erection or abattoirs without taking a poll or ratepayers, but this provision, did not apply to additions or renewals. This Bill enabled this to be done The annual "Washing Up" Bill was introduced. Sir Maui Pomare stated this was the usual "Washing Up" Bill, and contained clauses asked for by local bodies. Another Bill introduced was the Legislature Act Consolidation Bill. The Hon. Mr MoLeod explained that the Bill was purelv consolidating in its nature. He had hoped to be able to put this measure off till next session, when other matters could have been embodied, but his Department advised him the risk was too great. Next session he would be prepared to take into consideration amendments regarding seamen's votes, and if possible to give them effect before next election.
