COUNTY COUNCILS.

*—_ SPRINGS. The monthly meeting of the Springs County Council was held at Leeston on Thursday, when thero were present: Crs A. Thompson (chairman), C. H. Watson, E. Yarr, P. V. Bailey, J. S. Simpson, and J. H. Williams. Replying to a letter from the Council regarding the closing in of a water-race at Rolleston, the clerk to the Paparua County Council stated that his Council considered that i£ the travelling public in Springs County wished to have improvements made, it was for the Springs Council to provide such improvements. Paparua would offer no objection to the piping of the race provided sufficiently large pipes were used and that they were laid to the satisfaction of the caretaker and under his supervision. It was agreed that the engineer should look into the question of the size of pipes needed and the cost of laying them at the race at Rolleston, and also at one on Shand's track. The Council approved of the acceptance of Mr H. F. Williams's price of 3s a cubic yard for carting, by motor-lorry, Birdling's Flat shingle from Lincoln and Springstou stations to the main highway. It was resolved that the approach to English' 6 bridge on the Greenpark side should bo repaired. Cr. Bailey said he had been approached by Mr Roberts, of Springston South, in regard to a creek affecting his land and flowing through 'Ryan's estate. There was not a satisfactory outlet for the water, which was causing flooding at Mr Roberts's place. It was agreed that the clerk should write to Ryan's estate, asking that the willows which were blocking tho water should be removed. It was resolved to procure 350 cubic yards of Birdling's Flat shingle for patching on Collins's road and certain other roads. The Council agreed to an exchange of a piece of land at a corner leading to McGregor's Ford for a Council reserve adjoining tha river. The now piece of land would be used as 3 shingle reserve. The financial statement gave the balances as follows: —Contractors' deposits £5, Waimakariri rate £22 19s sd, Springston riding £1?26 14s 2d, Greenpark riding debit £552 14s 6d; total credit balance, £llOl 19s Id. Messrs E. J. Harris, Moir, and Schaffer, who occupy land adjoining the river L., waited upon the Council to submit for consideration a suggestion .iD regard to the mudbanks from the river. Mr Harris said that the deputation had been appointed by a River Drainage Committee. The committee had communicated with Mr P. R. Climie, organiser of the Canterbury Progress League, to ascertain whether he could arrange for Mr R. T. Stewart, designer of the riversweeper now at work in the Avon, to visit the river L. and make recommendations as to drainage. Mr Climie had replied that he would do his best to arrange for such a visit if arrangements could also be made for the County Councillors to accompany the party. The Commissioner of Crown Lands would also probably be willing to accompany the party. , , . ... The chairman assured the deputation that the Council wished to do all in its power to assist, but it could only spend a limited sum upon the river.
