RADIO CONFERENCE.
COMPLETE AGREEMENT LIKELY. (gT CABLK—PAISS AB3OCIATIOX COPTBXGHT.) (AUSTRALIAN AN® N.Z. CABLE ASSOCIATION.) WASHINGTON, October 25. The United States has won the consent of the principal nations represented on the Radio Conference for the Convention, Committee to frame the rules into two groups, to only one of which the United States will subscribe. The committee adopted proposals, which are practically assured of acceptance by the conference, whereby both the convention and the annex will be drawn up for signature by nations with private communication systems, such aa the United States, while a separate annes will be provided for signature by countries with a governmental system like Great Britain.
The general regulations, to which the United States will adhere, include rules to prevent interference, rules on the allocation of frequencies, and rules designed to promote efficiency and uniformity in a mobile service, both as regards vessels and aircraft.
Great Britain was the first tn accept the United States' proposals "in principle," after which the other nation? quickly foil into line.
RUSSIAN PROTEST,
(AUSTRALIAN AND N.Z. CAB LI ASSOCIATION.: (Received October 26th. 7.55 p.m.) "WASHINGTON, October 25. Russia formally protested to the Powers represented at the Radio Conference against her exclusion from the deliberations of that body. The Soviet holds the United States responsible, •and charges the American Government with being actuated by . considerations "purely unpolitical." However, it is announced that the communication will be made a matter of record, but no other comment is offered.
The plenary session has granted Germany sis votes, putting her on a parity with Britain, France, and the United States, and has passed favourable resolutions on eight out of the proposed 21 articles of the convention. Only one article, namely, article 8, was returned to the Convention Committee.
