i • AMERICAN REPLY TO FRANCE. (bi cablb—rnuss associatiox--cojtbight.) (ACSTRALIAH AND H.Z. CABLB ASSOCIATION.) (Eeoeived October 23rd, 5.5 p.m.) WASHINGTON, October 22. The State Department has completed a conciliatory reply to the French Note regarding the Tariff Dispute Note, which will be delivered on October 24th. It (pledges the United States to reexamine for a possiblo revision of certain American tariff rates and sanitary embargoes, which France protested were prohibitory, but it points out that the United States Government cannot, under the law, guarantee in advance the reduction of the rates directed against, the lifting of the embargoes which is desired by France. The United States has receded from its original demand for the immediate cessation of air French tariff discrimination against American goods in the interests of the temporary agreement, and now demands the elimination of the new discrimination applied under the lawof September 6th, leaving price discriminations for negotiation in connexion with a permanent Commercial Treaty.
