EDUCATION BOARD

MONTHLY MEETING. The monthly meeting of the Canterbury Education Board was held yesterday. Present: Messrs C. S. Thompson (chairman), W. A. Banks, J. Maze, G. W. Armitage, J. G. Gow, E. H. Andrews, W. Johnson, R. Wild, T. Hughes, and W. P. Spencer. Appointments Committee. The following appointments -were confirmed:—Akaroa, Miss M. E. Gilbert, assistant mistress; Broadficld, Miss E. L. Dearsley, sole teacher; Fendalton, Miss B. C. Rout, assistant mistress; Gleniti, Miss I. Stewart, assistant mistress; ' Hawarden, Mr D. G.. Wilson, head teacher; Hawarden, Miss E. P. Sansom, infant mistress;. Kisselton, Miss F. M Morland, sole teacher; Mackenzie, Miss,M. H. Dallas, assistant mistress; Milford, Mr C. T. Wild, head teacher (transfer); Ohoka, Miss F. H. Bell, assistant mistress; Otaio, Miss. M. T Bowen, sole teacher (transfer); Wainiii, Miss E. J. Millar, sole teacher (transfer); Woodbury, Miss D. M. Hayes, assistant mistress. The Appointments Committee also reported that deputations from the Lyndhurst-Lauriston districts had waited on it regarding the extension of the routes of the buses serving the former school. It was resolved to send information to the Lauriston Committee regarding requirements for an extra bus, and that if necessary the deputation appointed at last meeting should visit the district to consult the committee. A letter was received from the Parfield Committee suggesting that schools in that district should bo consolidated. It was resolved that a deputation, consisting of Messrs Andrews, Banks, and McLepd (senior inspector), attend a" meeting on November 16th. Referring to teachers' right of appeal, a circular waß received from the Education Boards' Association, asking for details of cases that were likely to be quoted against the Board. The secretary's reply was. approved, and it was resolved to invite representatives of the various Institutes to send deputations to the Board, which would be. pleased to explain its proceduro when the grading list was departed from. It was further resolved to. express appreciation of. the Minister's statement in Parliament that he regarded it unnecessary to introduce legislation providing for a teachers' right of appeal. The Education Department wrote suggesting that junior positions becoming vacant from "now on "until the end of the year be fijle'd by relieving teachers, until new students were available. ft was resolved to point out that tho suggested method would hardly overcome the difficulty of the unemployed teachers at the beginning of the year. The Department advised that it had been agreed to grade the schools on the attendances for the four quarters ending September instead of December. Dr. Baker-McLagian's report was received, and, it, was'■.„resolved to refer to the Buildings' Committee her comments on the necessity for some provision for heating a room in which children were to. be examined. The report was adopted.

. Buildings. Committee. The Buildings Committee reported having transacted the following business:— '■' , The Department wrote stating that in accordance with report submitted by the Board,-the LandLs and Survey Department had been advised that in the meantime no action should be' taken with regard to the reservation of the proposed central site for the establishment of a school to serve the Moana and Burndistricts (West Coast). It-was resolved to apply to the Department for a grant for the addition of-one room to the existing primary ! building at Kaikodra for the accommodation of the secondary pupils, the work to be placed on next year's urgent list. , * A communication was received, from the Director of Education stating that during bis recent visit to Christchurch he found, it impossible to inspect the Kowai Bush School to examine the pro> posals as to whether or not the school' should be rebuilt or included in the consolidation of schools in the Springfield district, and that consideration of proposals would Lave to be held over until the Director's next visit to Canterbury. It was resolved to reply that a new school for this district was a pressing necessity,, and to request the Department to adhere to the Board's plans, the Department to be informed of the impracticability of. conveying the children to Springfield. Tie Commissioner of Crown Lands, Cbristchurch, wrote asking if the Board would have any objection to a school reserve of two and a half acres, adjoining the Waikakahi Domain aff Morvon, being acquired by the Domain Board «s an extension of the present Domain, the Morven Domain being too far away from the township. Messrs Armitage and Hughes were requested to look into the position and to submit a report* Tie-Department advised that proposals for the proposed remodelling of the Timaro South School did not meet with, its approval, as either plan would result in a school of the central corridor type, which was a type now regarded as obso-. lete. In the Department's opinion the matter of remodelling should stand over until 6Uch a time as a school of modern . design can be obtained.' (It i was decided to write to the Department pointing out that representations ; were first made for this work by the School Committee direct to the Minister and the latter had asked the Board for its comments on the suggested method of remodelling. As a result the Board had forwarded the plan recognising, that the suggested remodelling was the only possible solution of a difficult problem. Any other proposal would have involved tho Department in a large expenditure as it would have meant tho total rerjlacemssi. gf tho school. A letter was received from tlie Addington School Committee covering the following resolution pa3sed at a meeting of householders called to discuss ways and means of raising the necessary funds for installing an up-rto-date heating system in the school. "That this meeting of householders of Addington. School district urges upon tho Education Department the necessity of providing a more adequate system of heating the school than the present open fireplaces, and that tho School Committee be instructed to continue its negotiations with the Education Board for reasonable financial assistance for installing the same." It was resolved to reply that the Board would support the Committee in its endeavours to obtain financial assistance from the Department for tho installation of p hot water system in the school.

A report was presented by Messrs Thompson and Winsor with regard to their interview with the Bromley School Committee in connexion with the installation of a hot water system throughout .the school, the Department having do-' clined to make a grant towards this work. The members stated -that as £lO- was the utmost the Committee could contribute towards the heating of the school, the Department had been communicated with, the whole position had -beert- placed before" it, ahd a request had been made for a grant of the extra cost'of installing an 'up-to-date heating system in lieu of erecting further chimneys. Correspondence was received from the headmaster at Phillipstown urging the Board to take early action for the disestablishment of the model - school in order to.provide pressing accomodation for new pupils in 1923.,

Manual and Technical. The Manual and Technical Committee recommended that the •Board was prepared to give the usual prizes with respect to the West Coast A. and P. and I. Association's shield competition amongst West Coast scfiools. The question of the disestablishment of the Temuka Technical School was deferred until next meeting pending a further report from Mr Annitage. The report as a whole \va3 adopted; A report was received from Mr W. 11. Winsor regarding tree-planting at Aranui, in which it was stated "that the young trees, supplied ivero of good strength.
