OTAGO CRITICISM. (press association telegram.) DUNBDIN, October 20. Criticism of the Education Department's administrative methods and staffing was made at a meeting of the Otago Education Board. The Hon. Mr Fleming expressed surprise at tho Department's policy of centralisation, the latest manifestation of which was a proposal to take control of training colleges. He was staggered when comparing the returns with those of ten years ago to see the details of staffing and methods. Ho considered that the public should insist on a Commission of Enquiry into tho administration. Mr J. Mitchell averred that the system was drifting badly and for that there should be a full enquiry into tho powers taken from Boards and the effect of their loss. The chairman (Mr J. Wallace) said the Board could buy property and erect schools much more cheaply than the Department. At one time the Otago Board had a credit balance of nearly £30,000, -but the Department had scooped up the whole lot.
