NAPIER HARBOUR.
COMMISSION'S REPORT. (PRESS ASSOCIATION TELEGRAM.) NAPIER, October 20. The Minister for Marine has released the report of the Royal Commission, which recently enquired into Napier harbour affairsT The Commissioners, in a voluminous report, traverse all phases of the question. They are convinced that the breakwater harbour is preferable to tho inner harbour from engineering, navigation, and economic viewpoints. However, not recommend the completion of ' either, advising that for the next ten y«rs the Harbour Beard should proseci* a policy of putting the present harbour facilities in a proper state of repair and of improving the Board's valuable endowments bv means of reclamation. .... "The Commission recommends that the cost of the enquiry be borne by the Harbour Board.
