SOVIET NAVAL MANOEUVRES.

LONDON, July 25. The correspondent of "The Times" at Eiga says a general meeting of seamen, commanders, and all units, wound up-the Baltic manoeuvres of the Soviet Navy.

The meeting was held in the open sea. The War Commissar, M. \oroshiloff, warned the fleet that the manace of war was real, and war would probably start in 1928. The fleet was already in fighting trim, but must strive for greater efficiency. He stated that the fleet was being augmented for 192S with a first instalment of four cruisers, three destroyers, and seven submarines, in order to protect the Baltic from British raids.
