OVER-POPULATION IN JAPAN.
A WORLD PROBLEM.
DISCUSSION AT HONOLULU CONFERENCE.

Dr. Elliot Mears, Professor of International Trade at the Stanford University, addressed the Institute of Pacific Relations. , He said Japan's problem of overpopulation was international in scope, and urged aid in solving her problems. A strong nation was the best customer. He said one solution was to help Japan increase her trade by lowering the American tariff, thus stimulating industry in Japan ana increasing employment. . Dr. Shiroshi Nasu, of the Tokio Imperial University, said that Japan had reached the saturation point in her population and that unemployment was chronic. He suggested _as remedies birth control, reorganisation of, the economic system, and the expansion of 'an economic system of emigration.
