M. BRIAND DENIES RUPTURE STATEMENT ON FOREIGN ' AFFAIRS. (Bt CABLE --rj!EB« ASSOCIATION—COFTKIGHT.) (AUSTRALIA* AND N.Z. WBLE ASSOCIATIOX.) (Received January 20th, 9.55 p.m.}, PARIS, January 19. M. Briand, in the Chamber, delivered his anxiously-awaited statement on foreign affair.?. He outlined at length the policy followed at Locarno, Geneva, aivl Thoiry. He also protested against the campaign of tho right Cartel, who were representing him as being in conflict with his colleagues in the Cabinet, On the subject of tho Rhineland evacuation, he said, it was_ Germany's right, as a result of the Locarno treaty, to raise tho question of evacuation as soon as she fulfilled her obligations as regards reparations and security, and if Germany made such overtures the Council of Ministers would be informed. M. Briand added that ho hoped an agreement would be reached before January 2nd regarding Germany's Eastern fortifications. Negotiations would shortly be opened with Spain on the subject of Tangier. Touching on-China, M. Briand said the Government would pursue a policy of vigilance and prudence.
