COUNTY COUNCILS.

KAIKOUBA. At the monthly meeting of the Kaikoura County Council then, were preset-Council, lore James Boyd (chairman), D. Boyd, F. Cnrran, E. H. Eccles, G. Eaton, C Panaell, J. A. Johnston, and P. Acton-Adams. A hcartv welcome was extended to Cr. P. Acton-Adams, and pleasure expressed at his recovery from his serious illness. Cr. Acton-Adams thanked members for their kind expression,, statinghathe hoped to be of further assistance to the Council and ratepayers. Plans were forwarded from the Land Board, approving the taking over of gravel pits at Porangarau. The question of foreshow and camp Bites was discussed, the opinion being that tho Council should control the scenic reserves, and that a fee should bo charged for camp sites, and sites allocated. The Resident Engineer advised that the MmV grant of £ISOO (£! for £1) had been exceeded, and asked that the Council's share of cost of road £?00 be paid. The request is to be compiled with. No action was taken regarding the Amber-, ley celebrations in honour of the Duke and Duchess of York.

It was decided to comply with the Health Officer's request regarding tenancy of a dwelling at West End. It was agreed to open a subscription list for funds in connexion with the Dobson coal mine disaster.

Dalgcty and Co. were granted permission to erect a signboard across the footpath in front of their premises.

Cr Acton-Adams was appointed representative to attend a conference at Blenheim to consider what further steps should be taken in regard to the destruction of keas. In regard to the application of G. E. 1. Shand for repairs to tho road, it was pointed out that the rates received from Blue Duck amounted to £213, and the expenditure tho year £216, and that in addition hospital and supervision charges had to be provided for. It was decided to secure a return of receipts and expenditure on the road from May floods in 1923. Mr M. Mackle, wharfinger, tendered his resignation, which was accepted. The Wharfinger's report for December stat-ed:-Inward cargo: General 964] i tons timber G127 super feet. Outward: General 294 tons, timber 5C07 super feet, fish 21' tons, Wool 777 bales. Inward charges X 64 7s 6d, slip charges £2, ship charges £22 13s sd, wages £B2 9s sd. It was decided to invite applications for the position of wharfinger. It was resolved to comply with the request of tho Medical Officer of Health, and take legal proceedings regarding drainage of business premises at Eaßt End. A Collins applied to use his premises for the manufacture of food, and as an eating-house, the applications being granted. Messrs Kennedy and Kerneys were granted permission to erect two petrol bowsers, one to take the place of one already existing. P. M. Kerr waß appointed dog-tax collector for the current year. It was decided to have plans prepared for the completion of Eccles road, at Conway. The Minister for Marine advised that an estimate had been furnished showing that £650 would be required to repair the old wharf, erect a wall, and repair the slip. The Department would provide £450 and asked if the Council would provide the remaining £2OO. It was decided to inform the Minisetr that the Council had no funds available for such purpose and to recom- ' mend the fisherman to consider the question of assisting to repair the wharf, etc. The Kaikoura Trotting Club was granted permission to make a charge of 2s for adults at its race mooting, to be held on Sputa Bay Domain. It was resolved that Saturday be the statutory half-holiday within the county. _ The chairman reported regarding the visit of the Minister for Public Works, and it was decided to thank the Minister for the courteous manner in which the deputation had been received. . Tho Electrical Engineer reported a debit balance of £4 17s 8d for the month of Degeneral account, £786 4s 4d, electric light £126 8s Bd, ;*•£. «* ■" Ud„ electric light loan £3 lis Hi, was passed for payment.

KOWAI. The monthly meeting of the Kowal County Council was held at Balcairn. Present: Cm. j D Wyllie (chairman), J. Fleming, J. HJames, T. Hanna, I. P. Croft, W. A. Kelcher, and W. H.'Hale. Arising out of the Engineer s report, it was decided to ask him to report on the mattar of removal of the fixed charge on electric , motors and substituting a minimum charge. The Chief Electrical Engineer, Wellington, wrote forwarding regulations to be observed while working on live wires. Mr J. K. Templin wrote concerning the Power Board loan, pointing out that all loan proposals must go before a Board in WeiFington for approval before it could be put to the ratepayers, and suggesting that everything should bo done to try to have the matter placed before the ratepayers before March 31st. It was decided to invite tenders for shingling of the Amberley Beach road. The Mayor of Christchurch wrote asking to be informed as Boon as possible amount eranted by the Council to the entertainment fund for the reception of the Royal guests. The clerk was instructed to infortn the Mayor that the Council would give the sum ot £&u towards the cost of the reception. • The Ashley County Council wrote asking the Council.to reconsider the Ashley County • application for assistance to maintain the highway from Ashley to Matthew's corner. It was decided that the Council could not see its way to alter its previous decision. The Commissioner of Crown Lands wrote in reply to the Council's letter to have control of portion of the Kowai river-ted at Tobin's Ford for bridge protective purposes, that he had no objection,; but as the owners on both sides of the river had riparian rights it would be necessary to obtain their consent It was decided that the clerk write for the consent of the adjoining owners The clerk reported that Colonel Daw son, of the Health Department, had called at; the office in respect of an order to demplisn a dwelling, maling it clear that he would insist on the order being complied with. It was reported that several ratepayers In the Amberley town district had complained of the flood-gate at Hadler'a corner being raised, thereby cutting off the water in Dock creek.
