TIMARU BOROUGH COUNCIL.

FIRST MEETING FOR YEAR. The first mooting of tho Timaru Borough Council lor the year 1927 was held last evening, when the Mayor, Mr G. J. Wallaco presided. There were also present: Crs. Satterthwoite, Kelly, Vinnell, Hunt, Hay, McNab, Arnold, Chittack, Hawkey, Tutton, Benstead, and Hart. In his statement, the Mayor Baid that the purging of the roll had resulted in 25 per cent, erasures, and a saving of £4B in printing. Tho persons struck off the roll would receive notification on Wednesday next. The main roll would be open for inspection on January 31st. Tho debit balance for the district fund account at January lcth was £10,850, as against £O4OI last year. Temporary loans were £10,098, as against £15,720, being an increase of £1179 over last year's balance. The" conference of the Master Butchers' Association, the abattoir manager, Works Committee, Dr. Telford, or Colonel Dawson, and the local Health Omcor, would bo held in tho Council Chambers at 7.30 on Monday.

Speaking on a clause in the Works Committee's report regarding the state of the water-race, Cr. Bcnstead suggested that as in former years (he race in future be cleaned before the season for Visitors came along. It was not very nice to advertise that they were drinking pea soup.

The engineer stated that previously the race had been cleaned iu October, hut this year it was not started until he arrived in November, and was not yet complete. Cr. Hay stated that tho Job would bo completed iu about a fortnight. In order to keep up maintenance it would bo necessary to have a cottage erected on tho upper reaches, and a visit of councillors should be arranged to inspect tho raco and sco what was required. Cr. Satterthwaite stated that ho was out at the race some time ago, and ho had never seen it in such a dirty condition.

In reply to Cr. Satterthwaite, the engineer said that the race would bo cleared in a fortnight, but the reservoirs could not be done until about April, When tho demand had slacked off. There woro four or fivo feet of iillt In the reservoirs at prosent. Tho installation of,a floating outlet could not bo dono until the cleaning out had been done. Ths report of tho Works Committee was adopted.

In discussing the report of tho Omnibus and Electrlo Light Committee, Cr. Benstead asked What was being done regarding signs for the buses. Cr. Hay said that ho understood canvas signs Wero being prepared. If that were not the case, tho work should be dono at Once.

Tho bus engineer stated that tho signs were being prepared at the present time. Cr. Hawkey dissented from a clause stating that the onglneer be given holidays accumulated. Ho moved that instead he should be paid for them. There was no seconder to the amendment.

Cr. Benstead said that the motion would opon up a big question. At the same time the Council should not be to blame lor the misdeeds of past Councils. Cr. Vinnell stated that it would be foolish of tho Council to pass a resolution telling another Council what to do.

Tho Mayor said it was impossible to give tho engineer leave nt the present time, but the clause Would have tho effect of impressing on tho incoming Council that leavo was due.

If the ongincor were entitled to Ills llloidtiys it would bo nil right, but the request hnd not come from the engineer, but was a clause telling the incoming Council what to do in tho mutter. The new Counoil should not be tied, but should have a free hand. Or. Sattorthwalto thought (hut if tho engineer had not applied for holidays in provious years it was his own fault. Cr. Vinnell moved thnt tho clauso bo referred back to the committee for reconsideration. Cr. Benstead supported Cr. Vinnell, stating that the Council could not select any one executive officer for leave when there were others who had leave duo but who had not applied for it. On being put to the meeting, the amendment was lost. Cr. Hart aisked why the holtlor o£ concession tickets could not uce it for his friend. Tho Sfayor nald that this was impossible, an It was difficult to loente passengers scattered over a bus, especially in a one-man bus as run in Timaru. The reason the clause was going through was becauso tho engineor said It was necessary. If the Counoil were going to dictato to tho engineor! they could do it, but they would have to be prepared to face a bigger loss than was at present anticipated. Cr. Sattorthwaite moved that the clan so be deleted. On being put it was lost by six voles to five. Cr. Sattorlliwaite aeked if it would not be possible to cut out direct current in the town altogether if power-users were helped. The engineer stated that at present about 420 horse-power of direct current was being used, and to change this over to alternating current would mean an expenditure of about £3OOO. The present practice was to charge slightly more per unit for direct current. In many cases consumers found it convenient to'bear the expense of changing over themselves. V

The report of Iho' Electric Light aud Bub Committee was then udopted. The secretary of the Municipal Association of New Zealand wrote stating that the annual conference would be held ort February 10t!i, And asking for the names Of delegates. Tho Mayor Btnled that ho was on the executive, but tho other delegate should be a permanent officer, therefore ho BUggcstod that the town clerk be Bent, and, personally, ho was not keen on going in view of the approaching eloctions, and the probability that the present Mayor would sot be Mayor next year. Or. Vinnell said, it was not the men they sent that'would count, but tho remits sent from the Council.

The Mayor and tho town clerk were appointed delegates to the conference. Or. Sattcrthwaite stated that at the pre> sent time the rnft oppobHo the bathing shede on Caroline Bay was anchored too far out for the pleasure of the majority of bathers. In the -interests of safety it should be placed closer inshore, as, at'preteat, only one swimmer in a hundred could swim to it and back again. It was decided to have the raft brought closer in, and -it was also decided to make enquiries for two smaller rafts for tho hay. WELLINGTON, January 17. For an of! morning there was a fair amount of fast work at Trontham, practically all the work, being done on tho course proper. The distances of this course were considerably underestimated, but as the horses bad been galloping over tho same courso and timed from tho same marks, fair comparisons can be made.

Star Ranger, after steady paco work on tho tan, sprinted homo. Zarisee sprinted the last half-mile of two useful pace circuits on the trial grass in 50. Ballymoy 11,, Chips, and Royal Picture did steady pace work. Ballyinoy 11. looks particularly well. Rapine and Star Stranger jumped away at the mile post on the course proper. * After running the first furlong slowly, tho halfmile was left behind in 62. Both were going well at the end, Rapine being Blightly in front, in 1.47 1-5. Rapine had the outside running, but Star Stranger probably tarried a little more weight.. No Favours, on the tan,' ran els furlongs in 1.19 1-6, finishing well. Battle Colours and Aston were mates in a dash over half a milo on tho course proper in 51 Battle Colours looks a good sort. Mimetic and Decoy Bird jumped away about six furlongs from home on the course proper. Decoy Bird" appeared to try to jump some object at the entrance to tho straight. Mimetic pulled up to wait, TTTo half-mile in consequence taking 56. Joy King, on the tan, sprinted half a rrnlo in 01, the last three furlongs taking 37. 3. H. Jefferd'e horses look well. Reoeipt ran a mile on the course proper in 53, and his stable-mate, Corn Money, took a aecond longer.

Lorna Doone appeared to be stopping at the end of half a mile on the course proper run in 52 4-5.

Riverna went three furlongs on' the tan in 37. Hynanna, who is looking in great order, did easy pace work. Footfall and Paperchase arrived yesterday and were out doing half-pace work. Both look wry well. H. Cults arrived to-day, and his six horses were all out trotting and cantering, viz.. Centrepiece, Front Rank, Darkspot, Serotina, Scrambler, and Sudden Storm. After breakfast, Rosenor, on the course proper, ran a leisurely five furlongs. Te Monanui and Royal Mini worked on the tan over two steady circuits, sprinting home the last half-mile in 52 3-5. h. G. Morns and C. Browne will be their riders in the Cup. -
