The actual average consumption per -* hours in 1023-20 was 2,G30.50i>; the highest consumption per 21 hours iiab 4,093,800; average- cost per million gallons, £6" 16s 6cf; per thousand gallons, 1.38 d. .... At no period in the year, says the report, has there been any difficulty in meeting the consumption. The question w6uid have been otherwise if the opposite conditions had prevailed, i.e., a stahty rainfall with ft prolonged spell of hot weather, when th& pumping capacity would have been strained to its utmost to meet the demand for water; hence the nocessity for action in increasing the existing supply. The loan proposals for the headworks —£74,3oo—required in connexion with tho proposed extcusibns of the water supply system, interest and other charges which were to bo a charge on tho whole City—were rejected ftn two occasions. To get over the difficulty the City .Solicitor suggested that the whole oV greater. part of a new proposed loan for tho headworks should bo raised by six separate loans—one on each of the five special areas and one on the entire City, or on a special area to' b6 constituted, consisting of the City as it stood before the boundaries were enlarged. Each of tho five special areas, said tho engineer, may fairly .be charged with its due proper* tion of, the cost of headworks without which its reticulation would be useless. It would bo fair, also, that tho wholG City area should be charged with some small part of the loan.
