CO-ORDINATION.
—* — ROAD-MAKING AND SEWERLAYING. POSITION ON RICCARTON ROAD. The l.ici tli;u the Waimairi Countv Council's road leconstrucliou work on the Rieeaviou load, in continuation of similar work done by the I>'"' 1111 County Council, lms been held op temporarily owing to the discovery that the Ui-ahiajic Hoard intends laying a setter on the same portion of the road, Si.-t.nec! to indicate that the Public Utilities Committee had tailed in respect of one of its important func-tions-the co-ordination of all programmes of work by local bodies m and about the City in order to economic and avoid overlapping. 'Jo ascertain, if possible, what llic position is a representative of Thk Pnuss .vestcf(Jay saw .Mr A. K. Ualbrmih, the C u* Engineer. Mr Calbraith said thai at the -November meeting of the Committee. the intentions of tlie Waimniri Comity in respect of the reconstruct). :i of pa't of Piecarton road were not men loneii, and he understood that the tender lor the work was let shortly before Christmas. At the November meeting it v>as decided, seeing that the date ol the December meeting would flash with the holidavs. not to hold a meeting in that inontir. 'The programmes of work submitted at the November meeting contained no mention of the highway reconstruction on Riccartou toad. I" view of the facts as they were known to him. Mr Calbraith did not ilnnU that the eoinmillee could be said to have been at fault. . .Mr l'\ W. Freeman, as consulting engineer for the "Waimairi County Council, is a member of the Public Utilities Committee, and he was also lie sai.l that before the Couiuy Council let the contract a member of his staff ascertained that the present programme of work being carried out by the Draiunae Hoard did not include a'nv work on the Riccartou road between Church corner and ( ly.le road--the portion which is to be reconstructed. There is a considerable amount of drainage work to be done in areas nearer town, and, in ordinary eircuuisialiees. the sewer to be laid on the part of Riccartou road mentioned would not be put in hand for three years probably. Consequently, it was not considered that there was anything to prevent the road reconstruction work- being cone on with, and the tender was' let. The drainage authorities now desired to lay the sewer before llie reconstruction work was done, which would involve the holding up ol the. mad work. He was at present in consultation -vvitli the Drainage Hoard's engineer, .Mr .lames Cullens. with the o'liect of finding some way out. of the diJiiciillv, so (hat. the road work could proceed. Whi'e be admired I bat it was nut. desirable to disturb the sishphaltie concrete pavement once it mis laid, be remarked that being more resdienl than a concrete formation, (lie asphalt ic concrete pavement could be cut for the sewer trench and satisfactorily restored.
