January .11. -Mr Baldwin returns to London to-day to take up permanent.quarters in Downing Street, after his holiday. Henceforth frequent meetings of Cabinet may be expected, since sonic Bills, as the "Morning Post" admits, will deal with subjects concerning which there arc bound to .be differences of opinion among supporters of,the Government. rhu chief measure to be advanced will be one to amend Trade Union law, concerning which the Attornev-Gcncral publicly said, "There will be :i difficult, prolonged, and even bitter tight." The.Bill will declare that those engaged in a general strike are guiltv of a seditious conspiracy It, will define peaceful picketing and i\-event Civil Service Unions from being under the orders of outside bodies. Other measures will deal with poor laws, unemployment insurance, motor traffic, and cinematograph films.
