COOLIDGE RECOMMENDS CHANGE.

WASHINGTON, January 9. President Coolidge has sent a report to the Senate advocating an annual reduction of 11,126 immigrants, after January 7th, basing the quotas of national origin on immigrants resident in TJ.B.A. in 1926, instead of in 1890. The new system would give the Irish Free State 13,862 immigrants, instead of 28,567, and Britain and Northern Ireland 73,039, instead of 34,007.
