RHINELAND.
EVACUATION QUESTION,
FRANCE WANTS INSPECTION,

LONDON, January 7.
The Paris correspondent of "The Times" states that the Superior Council of National Defence is preparing a scheme involving a permanent inspection of the Rhineland, which it will submit to Germany, when' the question of evacuation comes up. It is an open secret that French opinion has recently been stiffened regarding frontier security. It is pointed out that while the occupation lasts it has a definite military value for Trance, and it is therefore claimed that if-the forces evacuate before the appointed time, this must be balanced by Germany conceding Prance an additional security. As Germany strongly desires evacuation, the French consider they are in a good bargaining position.
