The Educational Conference listened with rapt attention to Dr. C. W. Kimniins, Chief Inspector of the Education Department of the London County Council, when lie laid down the axiom that the management of children was immensely important. Dr. Kimmins said ho had been engaged latterly on a fascinating study of henpecked husbands. Ho found in every lease that they had been "mothers' darlings" and had lost tho power of looking after themselves. "The world," said tho lecturer, "wants a recognised profession of parenthood. At present anybody can i commit matrimony and enter into the profession of parenthood. This must all be altered. People will have to produce a suitable certificate showing that they are physically and mentally capable for such a profession."
