* EMPIRE MIGRATION. (BY CABLE—PRESS ASSOCIATION —COPTBIOHT.) (AUSTBALIAH AND N.Z, CABLE ASSOCIATION.) (Received January 2nd, 5.5 p.m.) LONDON, December 31. The Earl of Clarendon, speaking at the Educational Association's conference, commented on the slowness of migration to the Dominions. Though it was increasing, he did not believe a mass movement was" possible. Britain's extensive town life made its inhabitants unsuited for agricultural pursuits. Education in the Empire's meaning and purpose regarding the welfare of the world might afford a solution, and a great Empire-wide campaign in this direction should be inaugurated, reviving the desire for country life in youthful ininds.
