THE POWERS IN CHINA.

? J BRITAIN'S MEMORANDUM. ATTITUDE OF FRANCE, 'ST CABLE—PHES3 ASSOCIATION— COPTRIGHT.) (AUSTRALIAN AND N.2. CABLE ASSOCIATION".) PARIS, December 30. t M. Briand and the Marquess of 3 Crewe discussed the British niemoran- , dum to China. "Le Journal" says that France maintains a "wait and see" policy. "Pertinax,'' in the ''Echo de Paris,'' says the memorandum's aim, recognition ' of the Cantonese Government, will come to nothing if Great Britain overrides France's objections. Britain and France will be ranged in opposition as in the Turkish crisis in 1922. The Powers can only safeguard foreign communities if they are united in the defence of trade rights. PIRATE LAIR ATTACKED, (ACSTBALIAK AND N.Z, CABLE ASSOCIATION.) SHANGHAI, December 30. Eighteen pirates were captured and immediately beheaded, when the Canton Government military expedition raided Bias Bay. British naval forces were expected to co-operate with aeroplanes and gunboats attacking from the sea, but the Chinese shore expedition elected to raid alone. They attacked the pirates in their mountain stronghold with machineguns, defeating a force of rebel troops stationed nearby. There were heavy losses among the pirates, who fought desperately. Many captives were released.
