The special correspondent' of the "Daily Herald" at Chiasso says that Signor Mussolini's long speech at the Fascist Grand Council last week: was not,'as given out, a review of the foreign position, but dealt with trie internal ppsition, especially the crisis within the Fascist ranks. Withdrawal of Signor Farinacci from the general secretaryship did not settle the- profound rift in the party. In fact, his successor, Signor Turati, inherited a situation of confusion and disorder. The most significant indication is Signor Mussolini's decision to make the control of the Fascist manager meut committee his own task. One phaso of the struggle is the demand for a general election. Signor Federgani who is reported to be willing to negotiate an electoral alliance with the Vatican, is'head" of the industrial group, and is anxious to pacify the opposition aroused by the Fascist policy.
