The Riga correspondent, of "The Times" says that the Latvian police discovered a Communist plot directed from Moscow, aiming at the overthrow of the Latvian constitution. Seventy-six arrests were made. The police also seized a mass ... of incriminating documents, particularly in connexion with the forthcoming election, including detailed instructions for the dissolution qf the entire Latvian army and the arming of workers. Nine of those arrested are graduates of -Moscow's Academy for Propaganda Abroad, seven of whom were living in Latvia under false names, with forged passports supplied by Moscow,
