MR COX CHAIRMAN OF COMMISSION. (special to "the tress.") WELLINGTON, September 4. Mr P. H. Cox, one of tho Commissioners appointed by tho Government to investigate the system of rural tinanoe in other countries, and aiso to report on the question of immigration, visited .block rlouse on Satuiduy and expressed himself as greatly impressed bv tho thorougnness of tiio scheme. Air Cox agreed with the remark made by Lord Burnham, when a similar inspection was made recently, th-t if the ii'lock House scheme of immigration of boys and girls did not succeed, then there was no otfcr scheme in the British Empire that would succeed. Mr Cox has ilieen appointed chairman of the Commission. Colonel JSsson will join Messns Cox and Poison in Egypt.
