BASIS OF MINING AGREEMENT.

The "Daily Telegraph" Labour correspondent says that the federation is considering proposals of the Mining Association for a new wage agreement.. They framed a basis for tho incomesharing plan, but without wages being first charged to income instead of profits. The wages will depend on tho profit remaining after payment of working costs. The colliery workmen are taking 87 per cent, and the owners 13 per cent.
As the men object to eight hours, the coalowners ore not raising tho hours question. It is understood that the Miners' Executivo is not prepared to discuss the disappearance of tho minimum wage. •
MINERS' OPPOSITION. (eeuteb's TELZGBAMS.) (Received July 3rd, 11.5 p.m.) LONDON, July 3. It is stated on reliable authority that the - coalowners' proposals provide for a reversion to the eight-hour day, but if the miners will not agree, they will extend a seven-hour day. The owners propose to sweep away the existing general minimum wages of 331-3rdper cent, on standard wages. The miners' executive considered the proposals and regarded them to be of a drastic and revolutionary character. Strong opposition was expressed to the owners' proposal for each district to have its own minimum rates.
