The Chinese Foreign Office's reply to the Powers' Note regarding tlio riots and anti-foreign, sentiment in China states that the accounts of different incidents given therein arc not in accord with Cu&~Tocal ChnJese authorities' reports.

The Note gives a lengthy Chinese version of tho recent occurrences. It says that in Hankow, British volunteers suddenly opened fire on an unarmed crowd. British authorities should assume full responsibility for their violent action.

At Kiukiang, during an altercation/ between the police and a small number of workmen, a fire suddenly broke out in the Taiwan bank. During the confusion, and owing to the time occupied in putting out the fire, slight damage was caused to sundry articles in the English and Japanese consulates. Such damage, says the Note, was accidental.

Regarding the killing of a British subject in Shanghai, the reply points out that the man was outside the Settlement, where the municipality had built roads without China's consent. The motives of tk> criminals have not been ascertained. .It is regrettable that the incident occurred.

With the exception of the killing of the British subject at Shanghai, all incidents happened as a result of the failure to obtain a prompt and fair settlement of the shootings at Shanghai. Since the Shanghai occurrence the Government has issued mandates ordering people to exercise self-re-straint and instructed provincial authorities to maintain order. In view of the present circumstances tho Chinese Government hopes that the Ministers of the Powers will promptly settle the Shanghai strike, and then the present indignation will be appeased and the excitement will subside.

LABOURERS' DEMANDS.

SECRET HONG KONG SOCIETY.

The labourers have formed a secret organisation, styled the Hong Kong Labour Commission, witli plenary powers to discuss strike matters. It is reported that the Commission is functioning under the patronage of the Canton Government.

The Commission formulated, inter alia, the following demands:— Freedom of speech, of the Press and ather publications.

Equality of treatment of Chinese, no differentiation in registry of birth, and aibolition of the deportation law. Labourers' right to vote in the appointment of Chinese members of the Legislative Council.

Improvement in labour conditions, prohibition of child la.boirr and enforcement of eight-hour day. [Revocation of the ordinance increasing standard rents 15 per cent. No racial discrimination. Permission for Chinese to reside within the peak reservaJiai*
