German South-west-Africa) provides for " : an Assembly, of IS members, six of whom will bo nominated by the Administrator. Tho subjects ' permanently rcserred by tho Union Government includa native affairs, railways, harbours, the position of Union public servants, Customs, Excise, Judiciary, Posts, and Telegraphs, immigration, banking, currency, and defence. The subjects temporarily reserved! are: Police, civil aviatiop, cducatra* and, land settlement. There is manhood suffrage fer British subjects. Tho Union Government retains VbA right to veto any legislation. The Assembly possesses wide taxing; powers. * English and Dutch trill bo the official languages, but German will be permia- • siblo in the High Court.'
