The Paris correspondent of tho "Sunday Times" says that France's proposal is so to guarantee peaco, both eastward and westward, by arbitration treaties that, in the contingency of German violation, not France only, but tho Leaguo of Nations, would take aetion. against the assailant. Great Britain's liability would bo limited to tho obligations already undertaken under tho covenant of the Leaguo of Nations.
Mr Lloyd George, addressing a Methodist gathering at Scarborough, said tho British Empiro mußt not march through the ages bearing the brand of Cain. It was odd to plead for Germany, but ho was pleading for justice and fairness, which was the British way. The continual occupation of Cologne was a danger to peace.
The broaches of the disarmament clauses of tho treaty which France had discovered wero insufficient cause for non-ovacuation. Tho present pedantic, illiberal, inequitable and oppressive application of tho Treaty of Versailles was a poril. There wero a dozen other European disputes which might lead to war unless the Leaguo of Nations was strengthened. The Leaguo must dominate any Anglo-French pact.

The Kiga correspondent of "The Tiines" says that tho Bolshevik chiefs are showing fresh alarm at what they describe as Germany's inclination to come to terms with., the Allies.
The Soviet Press is daily admonishing Germany not to join the Leaguo of Nations or subscribe to a pact which is tantamount to subjecting'herself and repudiating her friendship with Russia. She is warned that if shcr does not follow Moscow's advice, the Soviet Government will seek alliances .else* whore.
