NEW YORK, June 7

A. message from Chicago states that Richard Loeb, one of the principals in the murdor of Robert Franks, who was sentenced to life imprisonment, has now officially been declared insane by Warden Whitmen, of the Joliet Penitcntia»y, Illinois, whero Loeb and Leopold "are confined.

. The latest development fulfils the prediction of Mr Clarence Darrow, Loeb's counsel,., who declared at the timo of tho sentence that Loob would be insane within a few months if imprisoned. The official statement of insanity was made following the reports of two physicians and two alienists who have observed the prisoner since he first became delirious a week ago, following an attack of measles. Alienists claim that Loeb's mental condition is due to the abrupt change in his modo of life.

Loeb is now strapped to a cot mumbling incoherently and calling for his mother and sweetheart, ■ and cursing everyone approaching.
