Borough. Council. The Lyttelton Borough' Council met last evening. Present—The , Mayor (Mr F. E. Sutton), Crs. W. Wales, G. S. Morris, T. Hempstalk, W.. W. Toy, M. J. Miller, W. E. Newton, A.-McDonald and W. D. Gower. On the motion of Cr. Toy, seconded- by. Cr, Morris- a motion ■ of sympathy was passed with the Mayoress (Mrs F. B. Sutton) and with a members of the staff, Miss Toomey, in the death of their mother, Mrs Toomey, a late resident of Lyttelton.i Mr E. B. Owen, secretary of the Christchuroh Beautfying Association, forwarded copy of a- letter sent to Messrs Lane and Co., Oamaru, asking for the removal of a hoarding from the hillside at Lyttelton, in the interests of civic, beauty. It was decided to take no action in the matter. The secretary of the Volunteer Fire Bri-' gade (Mr B. Carson) forwarded a. copy of the Advisory Superintendent/a . report to the Christchurch Conference., . The Town Clerk, on instruction from the Council, recently wrote to the Department' of Labour, Christchurch, asking that a date be arranged for the testing and adjusting or tradesmen's scales at Lyttelton, instead of each tradesman having to transport his scales , to Christchurch each year for inspection. A letter was received from the officer in charge of the Department agreeing to have an inspector attend at Lyttelton on p. date to be arranged, and asking the Council to place a suitable shed or other premises at. the. disposal~of the.Department for the day. ' ••'''• The Council agreed to provide the Gas .Department's showrcoin in Oxford street. The Town Clerk reported that the. testing would take place to-morrow. Mr F.Langbcin, chairman of the District Highways Council, No; 14, wrote that under the constitution of the Highways Council neither Lyttelton. nor any other borough was entitled to representation on the .Council. The writer undertook to ; look after the interests of the Lyttelton: Borougii -Council on the Highways .'Council. - The Hon. Sir Francis Bell wrote outlining a scheme for. a national memorial to. the lafe v ßt. Hon. W. F. Massey, and asking tho Council's support of the project! The matter, was held over pending further information. • . ■' /' '. •'■.'-.',•■■'' The Town Clerk, of the Bunanga Borough Council forwarded a copy, of a resolution' passed' by his Council: "That the Government be urged to provide pensions for the victims of infantile paralysis," and asking for the Council's support of the resolution. The niattor was left to the chairman of the Work Committee (Cr. Hempstalk) and the- borough engineer to report. ' In regard to- a wall in front' of the Catholic Cemetery, e : the borough engineer submitted an estimate of the cost, viz., £lls. It wa[a docided that tho Catholic: Cemetery Board be. informed of -the estimated cost and that the- Council was prepared to Bupply . the stone ■ required, freo of cost, on the site. ' . The question of repairing tho Corsair Bay raft, or building a landing was left in tho hands of Crs. Hempstalk, Morris, Miller and the borough engineer to report at tho next meeting of the General Purposes' Committee. The General Purposes Committee reported that a deputation from. Holy Trinity Church, consisting of tho Eev. A. J. Pctrie, Mes- . dr.mes A. J. Pet lie, J. Stokes and G. Shepheard, and Mr L. Graham, had waited upon the committee in reference to the 75th anniversary of the landing of the Canterbury Pilgiims. Mr Pctrie addressed the committee r.nd asked for tho Council's co-operation and Eiipport ■ in suitably celebrating tho occasion on December 16th, 1925. On the motion of Cr. Morris, seconded oy Cr. To/, it was decided to assist the project in every way, possible. The Mayor and Crs. W. Wales-, W. Newton, M. J. Miller, G. Morris and -'the Town Clerk (Mr F. Hobbs) were appointed a committee to act with the Anniversary Committee. In regard to o.n application from the West Lyttelton School Committee for a gas connexion for lighting, tho committee recommended that the connexion be made as requested. The recommendation was adopted. It was decided that three extra lights be erected on the Sumner road, and *J*' an extra light bo erected in tho bend of Creasy terrace, behind the Te Whaka tennis courts, and the lamp in front of Captain Sproule's house be removed to a pole-lower down the'road. . Kave and Carter, Ltd., wrote asking for a written agr-ement to allow machinery and trade fixtures, etc., to remain in the store 3 held under lea-e from Jhe Council and expiring on September 22nd, until such time as the incoming lesseo has had the opportunity of purchasing the hxtures, The request was agreed to, provided the terms of the lease were complied with. In regard to an application from Mr_ti. Sinclair to have the willow tree growing on the tennis, grounds removed, the Works Committee recommended tint he be informed that the Council could not «e its way to comply with the request, but steps would be taken to have the top of the tree cut off and that an extra light would De installed in the vicinity. It was agreed that in future a fee oi lCs 6d be charged for each time the borough seal Is attached to docum?nts, etc., other than Council leases and sale of sections, but' to include transfers. , The Estates Committee recommended tnat the- Council visit Diamond Harbour at .an early date, with a view of rearranging t«3 camping sites and the reletting of same. The matter of assisting the Sumner Boroush Council in repairing the SiunnerLvttelton road was discussed, »nd it was decided to take no action. The Town Clerk reported that part of the municipal stables had been altered and wa» ready for letting as motor garages. Overcrowding. A serious instance of overcrowding in a private house- was brought before the Lyt-

telton Borough Council at its' meeting last evening. T The Inspector for Iho Departmentoosi s Health (Mr M. Hall) reported on a case of alleged overcrowding iu the borough. He reported that in a room; 12 by 10 by 7ft' 3in there were sleeping ten joung people, their age& ranging from 18 yoaxa down to throe years. AH were girls with the exception of a boy of four years. Tho inspector recommended that notice be nerved on tho, householder requiring him to. cease overcrowding and arrange for a distribution of the ' ■'<• '■■ It'was decided to issue a. notice accordingly.
