CABINET TOTTERING.

It is believed that the Painleve Government is tottering and that M. Briand la likely to succeed to the Prime Ministership. . ' The Paris correspondent of the "Dairy Express" says that the fall of the franc below 100 to the £ sterling has set the Government ship rocking, and it may capsizo. Differences between*-M. Loucheur and M. Caillaux, and between tho latter and the Socialists, have developed, and the Minister of Finance threatened to resign this morning. M. Caillaux has failed signally to obtain the support of his colleagues for the •whole of his financial programme, and he knows that the country is judging him on'the fall of the franc, which is now below one hundred. The man in the street is shouting his failure. M. Loucheur and his forty followers threaten that they will not vote, on the Budget until they know particulars of M. Caillaux's scheme for restoring "French finances. The Paris correspondent of the "Daily Telegraph" says the Socialists are dead against M, Caillaux's projects' for establishing budgetary equilibrium and may also object to the fighting in Morocco.
