TIME TO MAKE A MOVE. GERMANY RESTIVE. («T CAULS—ISBSB ASSOCIATION —COPYRIGHT) LONDON, April 30. "The Times,'' in a leader, expresses the opinion that the Allies ought, without delay, to approach Germany regarding the proposals for a pact of mutual security. It is pointed out that Dr.* Luther's speech at yesterday's meeting of industrialists connotes a spirit of re&tiyeness, partiqularly in regard to disarmament and the non-evacuation of Cologne. Indications of further delay may multiply the obstacles preventing agreement. * "The Times" emphasises that it cannot be regarded as altogether inexplicable that the German people have chosen Ton Hindenbnrg, whose election was largely a matter of sentiment. . Hindenburg's election is undoubtedly disturbing in its possibilities, but it need not necessarily be taken as an alarming fact.
