\ddressuls the Foreign Policy Association in Boston. Mr Frederick Moore, an Ymeriran Foreign Councillor of the Japanese Ministry of Foreign Affairs, now stationed in Washington as a member of the Embassy staff, told his audience that the United States was. the predominant naval Power of the world, and that England, as compared with tho United States, was only a second-rate Power.
