The War Office's military reform programme includes the readjustment and establishment of a national mobilisation scheme, revision of the conscription law, inauguration of oil and steel policies, and encouragement of aviation, especially the aeronautical industry, also tho establishment of an air service separate from and on equal status with the rest of tho services.
