BELGIAN CABINET.
PROBLEM FOR SOCIALISTS. (BT CABLE—PBESS ASSOCIATION COPTHIGHT) ("THE TIIMS.") LONDON, April 19. The Brussels correspondent of "The Times" says that the Belgian Cabinet problem is no nearer a solution. Tha Liberals have rejected M. Vandervelde's offer, under which the Liberals were to collaborate with the Socialist Ministry. The Liberals, in view of their election reverses, consider that it is their duty to abstain from all Governmental participation. It is generally believed that a Catho-lic-Socialist Cabinet will eventually be formed.
A Socialist Congress has been summoned for April 23rd, at which the party attitude will be definitely determined.
