The Premier lias issued a circular to the heads of Departments stating that it is the fixed Government policy, wherever possible, that civilised labour shall replace labour which can bo described as uncivilised on all Government works. He defines ' civilised labour" as "that by persons whose manner of life comes up to the standard commonly accepted as decent from a white man's standpoint/' and uncivilised labour as "tho labour of those whose object is confined to the mer© needs of life, as understood by undeveloped savage races.
