The publication of regulations in the '' N.Z. Gazette'' is the first step towards the establishment of a Royal Naval Reserve and Royal Naval Volunteer Reserve to correspond with similar reserves in the Imperial Navy. The beginnings will be modest and it is not likely that any, great number of officers will be enrolled immediately. A start mil be made in Auckland and later on Wellington and South Island ports will be included. Mr H. Atmore, M.P., has received tho following letter from the Hon. Sir Maui Pomare, Minister of Health: — "With reference to the petition handed in by you on behalf of H. Gray and one hundred others during last session, I have to inform you that so far M. Spahlinger has been unable to supply his preparation. There has beon nolack of effort on the part of the High Commissioner in London to negotiate with Spahlinger on behalf of New Zealand, and the Government here is watching the matter very closely." Next Thursday the tramway shelter in Cathedral square will bo closed to the public, as it is to be used as a polling booth in connexion with the elections to the Tramway Board, which take place on that day. It is probably not generally known that tramway voters may vote at any polling booth in any sub-district in which a contest is taking place, and are not compelled to records their i votes at booths in tho particular sub-district in respect of which they are enrolled. The extent to which Sydney is becoming congested is revealed strikingly in the latest quarterly report of the tramways, which shows thftt from Julv to September tram passengers increased by no fewer than 1,883,850 compared with the same quarter last year (writes our correspondent.) For the three months the passengers carried reached the huge total of 82,289,907. This, of course, is apart from the private motor bus services, which are crowded throughout the day and night, and which are getting almost as common as the trams. . ..„ _

With the completion of the scheme several hundreds of these flats will have been built by the council in different city areas. Some of the homes will have three rooms, but the majority will have four rooms. Each will have its own separate entrance, with a hot water service and incinerator, and a sleeping-out balcony, with a common playground in the centro of each group of houses. Our Sydney correspondent -writes:— Do the dead: return? Is death merely the gateway to a new life in which communication is still possible, with those on earth. Not satisfied, apparently, that spiritualists have solved satisfactorily the great mystery, one ol the Sydney Sunday papers has come forward with a definite offer ofc £IOOO to the spiritualists as a body in the event of their demonstrating proof that the dead return. One of the conditions is that a public test should he held in the Sydney town hall or at some other suitable place; another is that the spiritualists and those opposed to their doctrines shall be represented at the test by leading Iv.C's, while a specially-appointed jury will see that the test is fairly carried oTtt. Thus the opportunity is open to the spiritualists to demonstrate, to their pecuniary advantage for further investigation of spiritualistic phenomena, that the dead do, in fact, return to their one-time earthly home. Death, as was once wisely said, is the only subject upon which everybody writes or _ speaks, without a possibility of having experienced what he undertakes to discuss. Tlie paper's challenge to the spiritualists' will be watched with interest.
