A FORWARD MOVE. SIR JAMES ALLEN EXPRESSES APPROVAL. (Sydney "Sun" Sehvice.) (Received November 20th, 7.55 p.m.) LONDON, November 19. Sir James Allen (High Commissioner for New Zealand) says the talk at MiBaldwin's reception to Dominion High Commissioners ranged informally ever outstanding questions of Dominion interest, including tho Geneva Protocol. "J. regard it as the first practical move in tho evolution of an Empire relationship for the discussion of affairs of mutual interest," said Sir James. "Such talks will help to secure- a better understanding all round, and they will give High Commissioners a' personal insight into tho affairs and atmosphere of the Foreign Office. They are merely a development of what has been eventuating during tho past two years. "They indicate, moreover, how Commissioners' work in London is expanding, and must continue to expand with the growth of Empire problems. In my opinion there is no reason why tho commercial and political functions of the High Commissioner's office should be separated, as suggested from New Zealand. It is essential that Commissioners should keep a grip on. all the Dominions' affairs in London, because • all aro inseparably connected."
"OVER THE TEACUPS." OTHER MINISTERS TO ATTEND. (AUSTRALIAN AND H.Z. CAfeLE ASSOCIATIOH.) (Received November 20th, 8.46 p.m.) LONDON, November 20. The "Morning Post" says the Foreign and Colonial Secretaries will be present at future meetings between Mr Baldwin and the High Commissioners, which are designed to be informal. In the words of one Minister, "They will bo friendly talks over the teacups." There are many topics for almost im< mecfiate discussion, notably tho Ims perial Conference decisions, Pacific defence, and Weinbley, while most of the Dominions are concerned with tho enquiry into food prices.
