MILITARY TRAINING.
* CHANGE IN JAPANESE SYSTEM. TOKYO, October 29. The War and Education Departments have finally agreed to a plan for a reduction of two years in the conscription term, substituting military drill in the colleges and high schools. Graduates of the middle schools, corresponding to the American high schools, will be exempted for one year. Graduates of the normal schools must serve five months. The War Office is proposing to extend privileges to Boy Scouts and young men's associations. It proposes to abolish the present system of buying a year's exemption. This will become effective next year.
