RUSSIA AFTER CAPITAL.
OVERTURES TO BELGIAN INDUSTRIALISTS. {at cabls—rasss Aflsoorinoir coranar.) (•sam mm.") LONDON, October 29. The Brussels correspondent of "The Times" says that the Bolsheviks are still searching for capital. A delegation recently arrived in Belgium with the object of encouraging Belgian industrialists who had interests in Russia before the war to restart their activities. The Soviet envoys ncT only promised freedom of exploitation, but stipulated that only minimum taxes on turnover would be collected on behalf of the Soviet Government, and even pledged themselves to provide the necessary labour. Their efforts, however, were unsuccessful. The Belgian Government held alcof from the negotiations, and informed the industrialists that if they concluded agreement* they did so at their own risk.
